Why a Main Street delivery starts at the bottom of the hill

A long wheelbase van cannot work from the door on Main Street or Changegate. There is no parking and very little room, so furniture gets barrowed up from Sun Street or the bottom of Changegate, and the three-storey weavers' cottages above have narrow stairs, stepped approaches and no rear access.
